I like your work, especially Rohan's building and Gondor's HC Devil .

I just want to suggest these as natives:
1. Hobbit
2. Dale
3. Army of the Dead
4. Rangers
5. Rivendell

And, don't forget there is something named Revolution. I think, Numenorean will be a good choice. So, instead of create a new nation, you restore the older empire instead.

I would have said that you'd need Ents/Huorns as natives... but then came to realize how difficult would it be to pull them off ingame. Well, Huorns could be trees with stealth and not discernible attack, it would kinda make sense. Topmodel Topmodel

Well, if you stick 100% on the novel, you won't find anything related to revolution. However, if you think as "What will happen if...", there are. And as revolution is for European only (in this case for Man race only), there are my ideas:
1. Numenor
Well, how if Gondor or Arnor reclaim to be Numenor?
2. Angmar
There is that kingdom.
3. No other idea for now. Sorry

Ah, almost forgot, how will you implement Dol Guldur in your mod? It was quite important, btw.

So I thought of showing a civ..

Mordor

Overview:
Rush oriented.
Economy focus: Food, Coins

Culture: Orc

Overview: Rush oriented culture. Quantity over quality.

The Market upgrades cost the same resource it improves.


The orcs have the Snaga as their gatherer.

The Snaga has more attack but less hitpoints than villagers, they gather at the same rate. Their build limit is 80, which can take its toll on the economy.

military units cost less but are also weaker than those of men. even though they are weaker since only 80 Snagae can be made, then that leaves 19 pop open for more military units.

Orc infantry are made at the Orcpit. A barracks that doubles as a infinite food source.


The Warg rider is a common unit amoung the orc culutre. they are made from the Warg pen. A stable that train Wargs and upgrades them aswell.




Bonus
Can Build guard towers for free but they take longer to build.

Have several elite HC units available.

has a build limit of 8. (witch king of angmar is another unit) Mordor has acces to 7 and the Easterlings have acces to 1.

If the Nazgul can't be killed, do they function like explorers where they lie on the ground until you retrieve them?
