More Units = More Fun

Thats an illusion.
The more units you'd like to have, the more unique ideas you'd need for them. Those ideas are limited by realism and balance.

And units with the same strength are not really that, what a game makes diversified. So giving a spanish and a british musketeer different textures and maybe another name would be dumb, if they have the same attributes. If a mod features .. lets say 1 or 2 new civs, this mod will have more possibilities than a mod in our dimension.

Concerning the ideas of Imperial Austerium would that mean: there are already units you suggested for russia. There are already modern and elitary armies. That's why creativity is so important, including similar historical facts as good as possible into the game without lowering the fun and without driving on the highway to unrealism and in the end it's still a game and not a simulation.
So the historical outdated russians in AoE3 are first of all fun and they're not that unrealistic, it's also not everything fictive, be happy about that, it's really worth it if you think of ES' not-the-best grade of creativity.

of course, you are right. you misunderstood me and it was a mistake to write very brief opinion by me. If the new unit is added, it must fit the real history. It would destroy game if some units were added that has no historical fact. and as you said these ideas are limited.

And too much units also may corrupt the balance system and using a civ. might be hard with lots of units.

creativity is one of the most important point when the new units are added. This unit will be used? what does this unit do? against which unit, they are succesful or not? will this unit close the weakness of this civ. ,.... etc. are the questions that we have to ask ourselves when the units are thought to be added.
