It is written in nation's tab that there are Ne versions of all old Civs which can be unlocked but it is not mentioned how to unlock them. Can any one help about this.

I don't believe you have to unlock them at all. Original civs like the dutch and the spanish are playable, but they have new units and techs added.

Not when I played it. It says in the readme that new versions of the old civs are unlockable, anyways you can't even make new homecities for the older civs once you have installed the mod.

For me, when I select "choose a home city", there's already a list with every home city available, from both vanilla, TWC and TAD, and NE. I would assume that selecting one of the vanilla HCs from this list will provide you with the "NE versions" of the vanilla HCs.

How come when I played each of them they didn't have new stuff? Also, I can't create home cities for any of the old factions, except for Sioux, China, India, Japan, and some others.

On the readme it said they were unlockable, and I'm pretty sure I know the thread you are talking about, they said it was unlockable too.
