Well, i do a little investigation and i think the civ without sea are the poles (duchy or warsaw) but i dont have idea hpw to balance that. |

You can give them mercenary ships.

It's sure that they are bandits. So they have to be units you can build another way. Maybe they are a limited unit that can be builded by the explorer. Or they are just regular units.. |

It's finnish, and btw scandinavian is not a language.
Because the sentence is so awfully flawed it’s really hard to translate, but I’ll give it a shot:
Kosketusvaikutelma ~ the hardest part, though is not exactly a finnish word could be translated to “Impression after touch” or “Feeling of a touch”
näin ~ multiple translations depending on context which right now is quite hazy… could mean something like “thus” or “so” but also “I saw”
jäykkä ~ stiff
palan ~ most likely means “fragment” could also mean “I burn”
tuska ~ pain
----

Maybe the smiley face with club is a clue also, hmmm? Finnish peasants did fight a "Cudgel War" against the swedish oppressors in the 1500 but i doubt this has anything to do with it. Surely it's a finnish unit for swedes but of what kind... I'm terrible at these.
